The administration of the library and information center reminds of the need to comply with the rules for working with licensed electronic resources: the user is not allowed to fully or partially copy the information contained in the presented electronic resources for the purpose of subsequent distribution without the written consent of the Owner of the electronic resource.

By the beginning of the new academic year, the university, and along with it the publishing sphere of activity, found itself faced with a problem, the essence of which is conveyed by the order of the Ministry of Education and Science of Russia (No. 588 of June 7, 2010). We are talking about changes in the form of a certificate of availability of educational, educational and methodological literature and other library and information resources and means of supporting the educational process, the fourth section of which is set out in the following wording: “Providing the educational process with an electronic library system necessary for the implementation of applications for licensing educational programs"1. The following sets out specific requirements for electronic library systems (ELS). It was the latter that caused excitement among universities and university libraries, on whose shoulders the creation of electronic library systems is entrusted, and among specialists involved in the creation of electronic libraries (EL), electronic resources (ER), and now electronic library systems.

Disputes are disputes, but in a letter from the Deputy Minister of the Ministry of Education and Science of Russia dated December 16, 2009, it is clearly defined: “During 2010, universities need to ensure compliance with all requirements established by the Federal State Educational Standard for Higher Professional Education, including the specified requirement to provide students with access to ELS”2. Leaving aside the emotional and terminological side of the heated discussion that has arisen, let us dwell on the real state of affairs in the modern market of electronic technologies, publications and resources.

The modern market of electronic resources offers various options for solving the problem of providing university libraries with access to ELS, but, one way or another, all of them can be reduced to three main ones:

  1. creation of your own EBS;
  2. subscribing to a ready-made EBS from third-party organizations (aggregators);
  3. creation of interuniversity electronic libraries.

Let's try to consider each of the proposed options in more detail.

The first option involves the formation of a university’s own electronic data system that meets the requirements of government bodies and the immediate needs of the university, hosted on its own server and used at its own discretion. At first glance, this option offers undoubted advantages: all educational and methodological material is put in order, digitized, posted online, and there is access. But this is an apparent advantage, since creating and maintaining your own electronic data system entails serious costs, sometimes significantly exceeding, for example, the costs of subscribing to external electronic resources.

But this is not the only problem. Here are a few more issues that the university will have to face:

  • according to the requirements of the Civil Code of the Russian Federation, Part 4, license agreements with copyright holders must be concluded in writing;
  • the list of scientific and educational materials published by the university and protected by copyright is in most cases very voluminous;
  • the essence of the license agreement is quite complex, and in some cases is not always certain (for example, proprietary works);
  • even created and signed license agreements require support and maintenance of the full life cycle (accounting statements, mutual settlements with authors, etc.).

We deliberately do not touch upon the issue of the content itself in this section, since a university’s own collection of electronic full-text documents may simply not contain educational and methodological literature on some of the disciplines taught at the university. And this already means that the specified EBS does not meet the requirements of the Ministry of Education and Science of the Russian Federation.

The second option seems to be the simplest. Today there are many content aggregators on the market offering their services in the form of subscriptions to thematic collections of books and archives of periodicals in electronic form. However, in practice it turns out that it is not so easy to find an offer at which the price/quality ratio of filling the resource would be optimal. Currently, the cost of access to electronic full-text databases is quite high. It consists of the costs of scanning text, describing and indexing documents, etc. But the most labor-intensive, and therefore the most costly, are the processes associated with the legalization of content (contractual work with authors) and technological ones (systems for collecting, storing content and systems for organizing access). By carrying out this work, the costs are ultimately passed on to the university by the aggregator. Moreover, a subscription to these resources is issued, as a rule, for a year, and with its termination, access to documents is also terminated.

The third option involves combining the electronic collections of several universities into a single electronic database. Each of the participants, by uploading their collection to the corporate product, gains access to the collections of partner universities, thereby covering the missing positions of their own. At the same time, the costs of maintaining the system are also divided between the participants. But, unfortunately, this option does not solve all problems. In particular, the issue of working with copyright holders remains open, since each of the collections must be formed on the basis of direct agreements with the latter.

Also, the issue of parity in the participation of universities in this project cannot be ruled out: one university can provide 10 rare documents, and another, say, 5 thousand official documents. In addition, this type of cooperation also implies financial relations between the participants, which can complicate partnerships.

Of course, all three models have a number of undeniable advantages. But none of them individually is optimal.

Until recently, none of the EBS developers could respond to the needs of the market with an adequate proposal that could combine the positive aspects of all three models. To solve this problem, the “Contextum” consortium was organized in 2008, the founders of which are the Central Collector of Libraries “BIBKOM”, the “Kniga-Service” agency and the Agency for the Distribution of Foreign Publications (ARZI). Within the framework of the consortium, the information system (IS) “Contextum” was developed and implemented, the operation of which began in May 2010.

The goal that the developers set for themselves was to provide universities with technology designed to create an electronic library system that meets the requirements of the Federal State Educational Standard for Higher Professional Education and the Civil Code of the Russian Federation. At the same time, this system must combine all the positive properties of the three previously described models for creating EBS and minimize the negative factors that arise in this case. So what is the proposed technology?

The technological solution for accessing the system is organized through a Web interface. This means that each participant in the system can access it from anywhere there is Internet access. This means that one of the requirements of the Ministry of Education and Science for EBS has been met.

The new technology makes it possible to create direct written licensing agreements with authors and, on their basis, to form a legitimate university electronic library, including uploading the electronic documents themselves into it. The entire information array is located on remote servers, which eliminates the university’s costs for technical support associated with storing content, providing access and protecting content and communications.

How is the possibility of combining three models for creating an EBS implemented in the system? By becoming a partner of the Contextum IS, a university gets the opportunity to create its own digital library, can place in it works the rights to which belong to the university, as well as works whose copyright holders are university employees, and works of “external” authors, if they have appropriate licensing agreements .

As a result, a data array is formed consisting of electronic databases of different universities. And this implies both thematic breadth of coverage and the possibility of exchanging these materials. That is, each participant has free access to his own digital library and, if desired, can subscribe to the digital library of other universities. The convenience is that the university library gets access to its own library and to the one it has subscribed to on one resource. In addition to universities, large rights holders (publishers and editorial offices of periodicals), content aggregators (traditional and electronic libraries), as well as individual authors also participate in the project. An electronic full-text database created on a similar basis allows the formation of thematic collections, the search of which can be carried out according to various parameters: subject, rubricators, publishers, authors, year of creation of the work. A significant part of the content included in the information array of the Contextum IS is freely available (free) and is provided to university libraries as an additional service.

What additional benefits does a university receive by working in the Contextum information system?

  • Participation in the project is free for universities.
  • All EPDs are entered into the system only on the basis of direct license agreements with copyright holders.
  • All forms of agreements concluded with copyright holders comply with the requirements of the legislation of the Russian Federation in the field of protection of copyright and related rights.
  • The generated legitimate content can be used for both educational and commercial purposes.
  • The system is equipped with its own billing system, ensuring all financial settlements with copyright holders and mutual settlements between project participants.

Below is a diagram of the interaction of university structures with the Contextum information system when creating an ELS. Blue arrows show contractual relations of copyright holders at all levels, red arrows show financial relations (mutual settlements). Thus, by creating legitimate content of their own electronic library in the Contextum system, the university or its employees retain all copyrights and have the opportunity to legally dispose of this content, including receiving remuneration for its commercial use.

It should be added that the Contextum IS fully complies with the requirements of the third generation federal state educational standards in relation to electronic library systems3. At the same time, the Contextum IS meets additional requirements for EBS4, ​​namely: registration of electronic media; registration of software used to create an electronic data system; registration of the EBS materials database used.

70% of students prefer printed textbooks to electronic ones

Electronic library systems are gradually being integrated into the educational environment of universities. The results, problems and prospects for the development of the digital library were discussed at a discussion held at the Russian National Library as part of the conference “Library Collections in the Digital Age”.

EBS: trends 2013

The growth of the electronic library systems market has currently stalled. New players are not appearing, work begins on the quality of resources. Universities figured out what an EBS is and found solutions that were convenient for them, concluding long-term contracts with suppliers.

Characterizing the situation in the electronic content market, experts noted that many universities have significantly increased the book collections that form the digital library (for example, due to university publications that were previously unavailable to online users). Sergey Ivanov, commercial director of EBS “IPRbooks” noted that the focus of the content has also changed: there has been a transition from humanities to technical specialties, as well as to construction and architecture.

There are subscribers, but there is no activity

However, electronic library systems have not yet become an important tool in the educational life of a university. Most teachers and students do without electronic resources or do not attach importance to them.

“There are universities where there are an average of 8 books per student, this is a very high figure. In other universities there are 0.01 books per student. A colossal gap of 800 times,” commented Konstantin Kostyuk, General Director of Direct Media LLC.

The ineffective use of electronic resources by universities is also confirmed by Galina Shamatonova, director of the library of Yaroslavl State University: “By the beginning of 2014, about 1,000 users were registered in the online university library - 10% of the total number of students and teachers.” The situation is the same in the region as a whole. For example, at the Yaroslavl Medical Academy in 2013, 500 “Student Consultant” access cards were distributed to students and teachers, and only 217 of them were activated.

According to a study conducted by Yaroslavl librarians, only 11% of students surveyed use electronic textbooks, while 70% of students are inclined to use the traditional printed version. Universities themselves also complicate the development of electronic libraries by purchasing paper textbooks, which teachers use to build the educational process.

Publishers believe that the task of attracting students to use ELS should fall on the shoulders of universities. Without the popularization of electronic resources in educational institutions, statistics will not change for the better.

From general to specific

An important trend of last year was the targeted acquisition of university subscriptions. This approach becomes necessary if the university is serious about using EBS resources and not “for show.” Point picking allows you to select the industry textbooks you need and spend less money than subscribing to one basic collection, the contents of which will be used ineffectively.

Thanks to a targeted approach to acquisition, in 2013 small universities were able to rise to the same levels in book output as large educational institutions acquiring large subscriptions.

Forecasts

Experts described the changes that await the EBS market as a game of elimination. A large number of players will cause intense competition, since there are 15 electronic library systems in the market of 400 million rubles. The expected development scenario is a price struggle and redistribution of market shares. The above trends will also be exacerbated by university optimization: the desire to buy more for less money. It is important to remember that the main thing in these business competitions is not to lose the quality of Russian educational content.

Standards and Certification

To prevent competition from becoming unfair and leading to the imitation of quality resources, it is necessary to formulate industry standards and create professional public examination and certification. The concept of quality should be the same for everyone, representatives of the publishing community are convinced.

Librarians agree with them: the interest of students in using electronic resources will depend on the current content and convenience of electronic library systems.

Summarizing the discussion, we can conclude: all participants in the book market must join the fight for quality. Universities need to turn ELS into a real, rather than formal, element of the educational process, and publishers and aggregators need to take care of creating high-quality ELS with up-to-date licensed content, a workable platform, and interactive services.
